Government staff to take cleanliness pledge on Gandhi Jayanti -- NEWS
For the first time in the history of India, Gandhi Jayanti will not be a holiday for government staff who will have to report to work to take the 'Swachch Shapath'.

Cabinet Secretary Ajit Seth, on September 20, directed all central government secretaries to ensure that every employee takes the pledge on October 2, the birth anniversary of Mahatma Gandhi. The text of the pledge will soon be sent to all the departments.

Besides this, Prime Minister Narendra Modi has taken several steps to implement one of the biggest public campaigns for cleanliness. The minutes of meeting between Modi and 20 secretaries reveals that a new law may be enforced to ensure cleanliness. The prime minister has asked the law linistry to amend existing laws or to analyse whether a new Act is required to act against those who litter.

The prime minister also directed the Finance Ministry to explore a taxation policy to keep a check on those who pollute.

According to the minutes of meetings, Modi was of the opinion that dairies and cattle are major sources of garbage and pollution in urban areas and towns.

Hence, he directed the animal husbandry department to consider setting up of cattle hostels. The prime minister asked his sub-ordinates to engage Bollywood celebrities in a big way to campaign for his 'Swachch Bharat' mission.

Famous poets and singers should also be a part of the nationwide campaign that will begin on September 25, the prime minister said.

A marathon will be organised by the sports ministry to create awareness about the cleanliness drive in every city with a population of over one lakh.

The Prime Minister further suggested the Department of School and Education to ensure questions on cleanliness in examinations.

Meanwhile, prime minister Modi noted that he had undertaken plans to cleanse the political system and the administration machinery. "Now is the time to cleanse the nation. I want each one of you to contribute in every possible way. It is our vision to present a clean India to the outside world," he asserted.

Coming down heavily on the banking system, Modi wondered whether the banks served the purpose they were set up for. "We need inclusive growth. Our Jan Dhan sceheme will help us achieve it," he said.

Government employees have to be present in office on October 2 to take cleanliness pledge 

All government employees will have to be present in office on October 2, Gandhi Jayanthi, the day when Prime Minister Narendra Modi will launch 'clean India' campaign, and take the cleanliness pledge, a directive issued by the Cabinet Secretary Ajit Seth on Wednesday said. The employees will be administered 'Swachhata Shapath' (pledge of cleanliness) in government offices, public functions and events on October 2, the directive said. The cleanliness drives led by senior officials will be undertaken in all government and public offices, it said.
The Centre had earlier declared October 2 ( Mahatma Gandhi's birthday) as compulsory holiday. The Prime Minister will on October 2 launch 'clean India' campaign, aimed at cleaning the country. There will be a special cleanliness drive in government offices from Thursday till October 2 to get rid of clutter, garbage and weed out old and unwanted things from government office premises, the directive said.
Modi had on August 15 announced the launch of the campaign.
"I come from a poor family, I have seen poverty. The poor need respect and it begins with cleanliness. I, therefore, have to launch a 'clean India' campaign from October 2 this year and carry it forward in four years," Modi had said in his speech on Independence Day from the Red Fort. The Cabinet Secretary had earlier also written to secretaries of central government departments pressing the need for clean working spaces.
"There are certain offices where construction material is lying for years. In some office premises, unused or junked vehicles are also parked. The departments have already been asked to make sure that no clutter, unused vehicles, rubbles or building material are lying in the office premises," a Personnel Ministry official said. There may be surprise inspections to ensure the effectiveness of cleanliness drive, he said.

Senior officials have sprung into action and instructed their concerned supervisors to ensure that the office premises are clean.

Confederation National Secretariat met at New Delhi on 26.09.2014, under the Presidentship of Com. K. K. N. Kutty, National President. Com. S. K. Vyas Ji, Advisor was also present. After detailed deliberations on all agenda items, the following decisions are taken.

1.      Decided to further intensify the campaign and agitational programmes against the Governments attitude towards the legitimate demands of the Central Government Employees. It is decided to organize two hours MASS SQUATING of not less than 3000 Central Government employees on 18th November 2014, at a centrally located important place at all the state capitals. Effort should be made to ensure maximum participation of Lady comrades in the programme. Next phase of action will be decided after successful implementation of the above programme.
2.      Decided to explore the possibility of joint action with Railways (AIRF) and Defence (AIDEF) culminating in strike.

3.      Decided to participate and implement all the decisions taken in the National convention of workers organised by Central Trade Unions on 15.09.2014.
4.      Decided to organize Two days All India Trade Union workshop of Confederation at Bangalore on 2015 January 3rd and 4th. Total number of delegates will be limited to 200. COC Karnataka has agreed to host the Trade Union workshop.
5.      Decided to grant affiliation to the following two organizations.
(1)   Forest Survey of India Employees Association
(2)   Nehru Yuvak Kendra Sanghathan (NYKS) workers Welfare Association.
6.      Decided to organize Dharna in front of all Government of India Presses and Stationery offices and also in front of Government Medical stores Depot to protest against the proposed move to close down these offices. In front of Government of India Presses Dharna will be organised by Confederation on 27th October 2014 and in front of Government Medical Stores Depot dharna will be organised on 30th October 2014.
7.      Financial position of the Confederation was presented by Financial Secretary Com. Vrigu Bhattacharjee. CHQ is running with a ‘NIL’ balance. Unless and until all the affiliated Unions/Associations voluntarily clear all pending dues it will be very difficult to run the CHQ. It is decided that Financial Secretary shall issue notice to all affiliated organizations to clear the pending dues.
8.      National Secretariat calls upon all Central Government employees and also the affiliated organisatons and state COCs to make the 18th October programme a thundering success.

The 7th Central Pay Commission has been receiving a number of memoranda, representations from associations/federations as well as individual cadres on pay and related issues. As part of its working, the Commission is also hearing various groups of employees both in Delhi and during its visits outside Delhi.

2. One of the major issues raised before the Commission centres on the subject of parity. One aspect of parity manifests in how posts of a similar nature are placed. Certain cadres/category of employees have, in their deposition before the Commission, stated that there are cases when identical or similarly placed cadres/categories of employees in different Ministries/Departments are placed differentially in terms of pay and promotional prospects. 

3. With a view to examining and addressing this aspect of parity amongst apparently similarly placed cadres/posts, the Commission has devised a template to be filled in for posts being administered by your Department. The template seeks to elicit information that would be readily available in the Recruitment Rules for the concerned post(s)/cadres. In case your Department only operates posts involving common cadres like the Central Secretariat Service (CSS), Central Secretariat Stenographers Service (CSSS), Central Secretariat Clerical Service (CSCS), a NIL report may kindly be furnished to the Commission.

4. Since the Work of the Commission is time bound may I request that information as sought is furnished by 25 September 2014. Perhaps a copy of the RRs themselves could be sent as advance information.

OFFICE MEMORANDUM

Subject :- Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2013-14.

The undersigned is directed to convey the sanction of the President to the grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) equivalent to 30 days emoluments for the accounting year 2013-14 to the Central Government employees in Groups ‘C’ and ‘D’ and all non-gazetted employees in Group ‘B’, who are not covered by any Productivity Linked Bonus Scheme. 

The calculation ceiling for payment of ad-hoc Bonus under these orders shall continue to be monthly emoluments of Rs. 3500/-, as hitherto. The payment of ad-hoc Bonus under these orders will also be admissible to the eligible employees of Central Para Military Forces and Armed Forces. The orders will be deemed to be extended to the employees of Union Territory Administration which follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.

2. The benefit will be admissible subject to the following terms and conditions:

(i) Only those employees who were in service as on 31.3.2014 and have rendered at least six months of continuous service during the year 2013-14 wIll be eligible for payment under these orders. Prorata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months).

(ii) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (Ad-hoc bonus) for one day, the average emoluments In a year will be divided by 30.4 (average number of days in a month). This will there after be multiplied by the number of days of bonus granted To illustrate, taking the calculation ceiling of monthly emoluments of Rs. 3500 (where actual average emoluments exceed Rs. 3500), Non.PLB (Ad-hoc Bonus) for thirty days would work out to Rs. 3500×30/304=Rs.3453.95 (rounded off to Rs.3454/-).

(iii) The casual labour who have worked in offices following a 6 days week for at least 240 days for each year for 3 years or more (206 days in each year for 3 years or more in the case of offices observing 5 days week), will be eligible for this Non-PLB (Ad-hoc Bonus) Payment. The amount of Non-PLB (ad-hoc bonus) payable will be (Rs.1200×30/30.4 i.e.Rs.1184.21 (rounded off to Rs.1184/-). In cases where the actual emoluments fall below Rs.1200/- p.m., the amount will be calculated on actual monthly emoluments.

(iv) All payments under these orders will be rounded off to the nearest rupee.

(v) The clarificatory orders issued vide this Ministry’s OM No.F.14 (10)—E. Coord/88 dated 4.10.1988, as amended from time to time, would hold good.

3. The expenditure on this account will be debitable to the respective Heads to which the pay and allowances of these employees are debited.

4. The expenditure incurred on account of Non-PLB (Ad-hoc Bonus) is to be met from within the sanctioned budget provision of concerned Ministries/Departments for the current year.

5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the ComroIler and Auditor General of India.

All these informations would be then be put up by the respective ministries on their website accessible to everyone.

A large number of Central Govt. Employees have expressed their fear that putting up details of movable assets such as jewellery and cash in hand and bank would pose a security threat to them and their dependents, leave their children vulnerable to kidnapping and ransom demands.

There are various sources the Government employees would have accumulated wealth such as gift from parents, grandparents property, self-earning, wife-side property, or children’s contribution etc. Putting this information in the public domain would leave them and their family members vulnerable.

Sub: Revision of ceiling for payment of Bonus in Bonus Act 1965

Payment of Bonus Act, 1965 was amended in the year 2007. This Act was called as Payment of Bonus (Amendment) Act, 2007.

In Section 12 of the Principal Act (1965), payment of minimum bonus was revised from Rs.2500 to Rs.3500 w.e.f. 1st April, 2006 through Payment of Bonus(Amendment) Ordinance 2007(8 of 2007) and subsequently passed by the Parliament through Bill No.89/2007.

The Central Trade Unions and also the Constituent Organizations of Joint Consultative Machinery for Central Government employees raised the issue of amendment to the Section 12 of the Bonus Act, 1965 to remove the Ceiling of Rs.3500, mentioned in the Section 12 of the Payment of Bonus (Amendment) Act 2007.

But so far the Government has not amended the Act to pay real wages to the workers as Bonus, which is causing lot of hardship to the workers due to high escalation of prices of all commodities after the enactment of the amendment to the Bonus Act 1965 in the year 2007.

You are, therefore, requested to consider the pleas made by the Central Trade Union Organizations and also the JCM Constituent Organizations for Central Government employees and amend the Section 12 of the Bonus Act, duly removing the ceiling mentioned in the Section 12 of the Payment of Bonus(Amendment) Act, 2007.

As Pooja Festival is fast approaching and orders for payment of Productivity Linked Bonus to Railway employees and Ex. gratia to other Central Government employees are likely to be issued shortly, you are further requested to propose to issue an ordinance with the approval of the President to amend Section 12 of the Payment of Bonus (Amendment) Act, 2007 so as to enable the Railwaymen and other Central Government employees to get real wages as Bonus.

Lokpal and Lokayukta Act : Govt. may withhold cash, jeweliery details in Public Domain

NEW DELHI: In what could bring relief to nearly five million Central government employees, the Narendra Modi government has decided to amend the Lokpal and the Lokayukta Act to give itself a statutory power to withhold certain information from the public. 

All Central staff, as per the latest order of the Department of Personnel and Training (DoPT), have to declare their assets and liabilities, both movable and immovable, as well as those of their spouses and dependents latest by September 15. All these information would then be put up by the respective ministries on their website accessible to everyone. 

A number of representations received by the government from officials expressed fear that putting details of movable assets such as jewellery and cash in hand and bank would pose a security threat to them and their dependents, leave their children vulnerable to kidnapping and ransom demands. For instance, an official said he has put all savings in general provident fund which has accumulated to Rs 75 lakhs over a period of time. Putting this information in the public domain would leave him and his family members vulnerable. 

Sources said the amendments proposed only gives the government the statutory power to withhold information related to officials' movable assets only, such as his cash in hand or bank and jewellery owned by him or his family members. The government will not be empowered to hold back information on immovable assets: house or land owned by him. 

The amendment also makes it clear that it will have no impact on the current asset declaration guidelines. The officials will have to continue declaring all their assets - movable and immovable as per the previous directive. Only difference the proposed amendment will make is to ensure certain information is not made public. 

The DoPT is working on the proposed amendment and has already taken a view from the law ministry to bring in the required changes. Any fresh amendment will not impact the current declaration deadline of September 15 which is applicable for all employees. 

Once these declarations are received by the government, it is for the respective ministries to put them up on its website accessible to all, except those related to the movable assets for which an amendment is required to implement it.

            Finance Minister Approves Setting-up of A Committee to Examine un-Claimed Amount Remained in PPF, Post Office and Savings Schemes and Recommend how this Amount can be Used to Protect and Further the Financial Interest of the Senior Citizens.  

            The Union Finance Minister Shri Arun Jaitley has approved the setting-up of a Committee under the Chairmanship of Deputy Governor, Reserve Bank of India(RBI) to examine un-claimed amount remained in PPF, Post Office, Savings Schemes etc and recommend how this amount can be used to protect and further the financial interest of the senior citizens.

            The Finance Minister, vide para 39 of his Budget Speech 2014-15, had announced that "a large amount of money is estimated to be lying as unclaimed amounts with PPF, Post Office, Savings Schemes etc. these are mostly out of  investments belonging to the senior citizens and on their demise, remain unclaimed for want of relevant payment instructions" and has proposed to set-up a Committee to examine and recommend how this amount can be used to protect and further financial interest of the senior citizens.

            Accordingly, with the approval of the Union Finance Minister, a Committee has been set-up with the following composition: 

1)      Deputy Governor, RBI                                      - Chairman
2)      Secretary, Department of Posts                      - Member
3)      Joint Secretary (Law), M/o Law and Justice  - Member
4)      Dy. Managing Director of S.B.I                        - Member

The Terms of Reference (TOR) of the Committee would be: 

·         Based on defined scope, by Reserve Bank of India, estimation of amount lying unclaimed under various scheme's (Small Savings and other Savings Schemes of banks) with Post Offices/ Public Sector Banks;

·         Procedure for bringing such unclaimed deposits to a common pool to be suggested by the Committee. Changes, if any, required to be made in the legal framework may be suggested. Committee to also suggest if such a pool should be placed within Government account or outside it.

·         Committee to recommend how this unclaimed amount can be used to protect and further financial interests of the senior citizens.

            The Committee will submit its Report by 31st December 2014

POSTAL JCA MEETING ON 25-09-2014

Soon, attendance of govt staff to be tracked online through attendance.gov.in
In what could be a revolutionary step towards monitoring and tracking the work of government officials, the NDA government has launched an “attendance website” to serve as a centralised database for all central government employees.

Though the website, attendance.gov.in, is still in the process of being developed, officials said it is expected to be modelled on the lines of similar websites of the Jharkhand government and the Department of Electronics and Information Technology.

To illustrate, the home page of the Jharkhand government’s attendance website gives the total number of employees present on the given day, along with graphical representations of “real-time attendance” and statistics on the percentage of people logging into office during different time slots, giving an idea of how many officials come to office during the designated timings. Further, a search for any REGISTERED employee yields complete details, along with the employee’s attendance/leave status.

Officials said the Centre’s website is likely to emulate most of these features and is expected to be as open to the public. “This level of open tracking takes transparency to another level, a key focus of this government,” said an official.

The Narendra Modi government had recently directed all central government offices to introduce Aadhaar-based biometric attendance systems. Officials said this website is the next step in that direction. The attendance record entered on the biometric devices in government offices will feed the data to this website, which will act as a centralised management information system (MIS) for attendance.

The database for all central government staff will be maintained centrally with a unique six digit ID provided for each employee, based on either the last six or first six digits of the Aadhaar number. Currently, the website has over 16,000 registered users, spread across 113 organisations. The maximum number of officials registered currently are from the Planning Commission. There are no active users or active devices yet.

For an organisation/ department to be registered, the nodal officers of that department will have to login to the website and create a master list of locations of their offices, designation of their offices and divisions/ units/ groups within their organisation. Following this, each employee can start REGISTERING online by submitting the relevant details along with Aadhaar numbers.

Exclusivity of Central Government Health Scheme to be phased out 
Health Minister ushers in new era of transparency in departmental working.

Beginning September 1, 2014 the doors of 20 Central Government Health Scheme (CGHS) wellness centres in Delhi will be thrown open to senior citizens from among the public for free consultation.

Dr Harsh Vardhan, Union Health Minister, unveiled today a pilot project with wide ramifications for the future of public health care. There was wide criticism of the CGHS’ closed door policy towards people in need of medical help who were not family members of central government employees.

This is a pilot project for now. We will see how much demand accrues for the CGHS clinics and the ability of the clinics to handle demand from the general public before extending the service to more people in more cities,” Dr Harsh Vardhan said.

The service for senior citizens will be available on all working days between 1.30 pm and 3 pm. They will however not be given free medicines which is only for central employees.

On his first day in office, Dr Harsh Vardhan had announced that governance in all the outreach departments of the Ministry of Health would be made transparent. Within the first three months, the CGHS has completed a thorough review of its operations with the intention of identifying vulnerable spots which often OFFERscope for corruption.

The Minister has ordered that all information regarding medical claims that are pending for more than 30 days be put on the website, http://msotransparent.nic.in/cghsnew/index.asp. Over the years complaints had been piling up over the opaqueness of the process of reimbursing claims.

There were also complaints of CGHS doctors prescribing branded drugs beyond the approved list. Taking all factors into consideration, it has been decided that all beneficiaries and the public at large ought to know which the drugs are on the list and so they will be on view on the above-mentioned website, the Health Minister stated.

Dr Harsh Vardhan reiterated that henceforth only 1,447 generic and 622 branded medicines will be prescribed. Exceptions will be made only for patients suffering from cancer and similar diseases.

Additionally, it has been decided that CGHS beneficiaries will be provided with medicines for a maximum of one month. In case they are going abroad for extended periods, the medicines will be given for three months, he informed.

The CGHS doctors will be forbidden to prescribe investigations or implants that are not listed. A technical committee has been constituted to update the list of medicines, investigations, procedures, implants and other procedures of treatment.

Dr Harsh Vardhan said he is considering broad reforms in all wings of the ministry. “I encourage people, especially the media, to probe our affairs so that over time the employees realize the futility of trying to be corrupt. In addition, I will use information technology to prevent corruption at source.”
